Yesterday’s training was filled with good information and I came away with a better understanding of what Mrs. Paddy has done on some of her prior work teams. This was focused on early relief efforts -- tarping roofs, removing debris from inside and outside of homes, removing wet drywall and insulation, sifting through ashes, etc. Long term recovery -- rebuilding -- is something different. There are things you have to do to prevent insurance companies from denying claims and to prevent adding to the problems in the disaster area.
An organization sprang up in the ’70s to help DR organizations coordinate, communicate, collaborate, and cooperate in disaster response -- VOAD (Volunteer Organizations Active in Disaster). There is a national organization, state organizations, and local organizations and they have worked to develop response plans ahead of anticipated disasters. VOAD works with FEMA to coordinate efforts. When we arrive on site, the VOAD will give our teams instructions, such as tarp the roofs at the following addresses, or remove debris from the following homes. Locally, things like smoke abatement and cleaning for those homes that survived the fire, but suffered smoke damage would only occur after the homeowner’s insurance had given approval. That’s one reason we offer case management services -- one person who can help you navigate the process and connect you with the right public and private organizations.
